Do I Apply Through CHIPER / PHRPC?

Please consult the following questions to determine if your project needs to be reviewed by CHIPER and PHRPC.

Please note this is a draft and subject to finalization and alignment with the upcoming electronic system.

 

Section A

This section determines the project’s previous history within Manitoba’s ethics approval systems, in relation to amendments, renewals, and other post-approval processes.*
*Note: If a project has previously been approved by HIPC, all post-approval submissions must be submitted through PHRPC.

Question #1​

Prior to January 1, 2022, has your project been approved by the University of Manitoba’s Health or Biomedical Research Ethics Board (HREB/BREB)?

If yes: apply through CHIPER

If no: go to next question

Question #2

Prior to January 1, 2022, has your project received ethics approval through a different institution (e.g., Brandon University, Canadian Mennonite University, St. Boniface University, University of Winnipeg) other than the University of Manitoba’s BREB/HREB?

If yes: Contact the approving institution

If no: Go to section B

 

Section B

These questions are for new applications, and will route the researcher to general routing questions (section D) OR to further project determination questions (section C) based on their responses.

Question #3

Is this project conducted in Manitoba or use any data/facilities located in Manitoba?

If yes: Go to next question

If no: contact RITHIM: rithim@researchmb.ca

Question #4

Is the project being referred to by the public, colleagues, the institution, your department or others as a research project?  Do you consider it research?

If yes: Go to section D

If no: Go to section C

If not sure: Go to section C

 

Section C

These questions determine if a project is a research study. Based on the responses, the projects will either go to further routing questions (section D) or will be determined to be outside of RITHIM’s scope.

Question #5

Is this project intended to be published in peer-reviewed literature now or at any time in the future?

If yes: Go to Section D

If no: Go to next question

Question #6

Is this project part of a Master/PhD/ medical student/undergraduate/ resident/fellow research project?

If yes: Go to Section D

If no: Go to next question

Question #7

Are your project findings going to be used to change or evaluate processes and practices beyond your institution?

If yes: Go to Section D

If no: Go to Section C1

Section C1

Based on your answers it appears that your project is not a research study and does not require CHIPER or PHRPC review.

Please contact the institution in which the project is being conducted, or your home institution for next steps regarding your project.

Section D

General Routing Questions*
*even if your study requires CHIPER or PHRPC review, until the electronic application system is active, the study must also be submitted through the institution in which the research is being conducted, for an impact review.

Question #8

Does this study require the use of personal health information held by one or more trustees in Manitoba, including the Manitoba government and its agencies?

  • If yes: Apply through CHIPER & PHRPC

  • If no: Go to next question

Question #9

Does your study use any data held by the Manitoba Centre for Health Policy (MCHP)?

  • If yes: Apply through CHIPER & PHRPC

  • If no: Go to next question


Question #10

Is this study a clinical trial or research study that involves biomedical interventions or measures for human subjects?

  • If yes: Apply through CHIPER

  • If no: Go to next question

Question #11

Will this study involve the collection, use, or retention (current or future) of human biological materials (e.g. tissue) or materials related to human reproduction?

  • If yes: Apply through CHIPER

  • If no: Go to next question

Question #12

Does this study intend to create or add to an existing research registry or biobank of health-related information to be used for future research purposes?

  • If yes: Apply through CHIPER

  • If no: Go to Section D1


Section D1

Based on your answers it appears that your project does not require CHIPER or PHRPC review.

Contact the institution in which the project is being conducted, or your home institution for next steps regarding your project.
